RCM :

u/s 9(3) related activities applicable from 1st July 2017.

u/s 9(4) related activities applicable from 1st July 17 to 12th October 17.
And the same not applicable from 13th October 17 to 30th September 19...
Now (1st October 19), it's applicable only to some notified supplies....

Agree with Raja P M Sir...

RCM u/s 9(3) of the CGST Act 2017 ( i.e. RCM on Notified Cases ) is applicable w.e.f 01st July 2017.
