in case supplier is registered under GST then the invoice will issue by which person supplier or recipient.

By Supplier with Tax Invoice........ (unless in case of RCM u/s. 9(3) of CGST, like GTA)

in case of purchase from registered vendor, no liability on recipient in any case to raise the invoice for inward supply.
