whether reverse charge on transporting charges is in force from 1 April 2018...

Yes ,... it was always there from day one, in case the Transporter is GTA.
The supplies from URD is being deferred to 30/09/2018 (section 9(4)) & GTA falls under 9(3)
So do RCM on GTA services.
