Supporting document is there and no revenue stamp is affixed on the voucher. Is this legally valid?

If the amount of concerned voucher is less than Rs. 5000.00 than the voucher is valid otherwise not.

Yes revenue stamp is required if amount is more than Rs.5000.But while auditing it is not being regarded as a major audit point.It is better to insist the client to follow that practice.

Absence of it is not a big issue. Although, you should insist on implementing it.
