One of my colleagues want to file previous return of F.Y.16-17,17-18,18-19. Can he file ,if yes what is the procedure please clarify.

Only ITR of FY 2018-19 can be filed now. Not possible to file earlier year's ITR, unless any refund due.

A one more query to Varon Arora
My client got Tds refund of Rs.125000 approx for AY 17-18 and Rs.25000 for AY 16-17. We are not in a position to upload on Income tax CPC portal.
Suggest the procedure to be carried out to file the above ITR for AY 16-17 AY 17-18

Do you mean to say its refund, after adjusting tax liability over the relevant income?

And even after that return was not filed?

If yes to both, file offline condonation request u/s. 119(2b) of IT act, with your Jurisdictional JCIT/ITO with working of the tax liability and excess refund due. If condoned, you can file return for that AY.
