I did not get result hard copy from icai though I failed in Nov 2017
may I get such copy or not??

Generally ICAI sent Marksheet within a month of declaration of result.
Now, dont waste time for waiting hard copy from ICAI side.
Apply online and pay fee for duplicate copy of same. Follow Link https://icaiexam.icai.org/index1.php
