for ROR place of earnings and receipts are outside India then such income will also be taxable right?

Yes, income is taxable and DTAA is applicable

Yes, being a ROR every Income earned or accrued outside India also Taxable in India.

Yes in case of resident and ordinary resident of all incomes are taxable in whatever place weather outside India for in India
