I have completed chartered accountancy in June 2009 exams,completed my GMCS by mid of september 2009.whether i am required to complete CPE hours in 2009

Hi Ritasha,
Compliance of CPE hours is required once you get enrolled as a Member of the Institute. If you have not yet enrolled, then compliance of CPE hours also won't apply.
