I have to make a 2 foreign payments:-
1. Reimbursement of exps of some seminar attended in Norway by an Indian Employee
2. Reimbursement of IT services to the holding compay based in norway for the IT maintainence for india office.
I would like to know that is 15Cb certificate required? No taxation is involved in it. it is pure reimbursement of exps.

There is no requirement of Form 15CB in this case, but banks are insist that they require Form 15CB to process the payment.

Hi,
A CA certificate in Form No. 15CB will be required to be furnished only in respect of such payments made to non-residents which are chargeable to tax and the amount of payment during the year exceeds Rs. 5 lakh.
But as already said, some banks may insist on 15CA and 15CB. But as per the law, 15CB is not required. Only 15CA will suffice. You can check with your bank on the same.
