Last year the CBDT had clarified that the foreign a/c should be mentioned only by an NRI who is claiming refund in India and has no a/c in India.

No.
Last year the CBDT had clarified that the foreign a/c should be mentioned only by an NRI who is claiming refund in India and has no a/c in India.
Same holds good for this year also.
