A (taking as registered person under GST), will have to pay GST on rent under RCM, and can avail ITC.

Yes, A is registered under GST, having turnover more than 20 lacs p.a.
GSTR 9 and 9C for FY 23-24 as amended by Notification 12/2024 dated 10th July 2024(with recording)
