If someone pays rent in India to a NRI's Indian A/c
@ 17.5k which is the owner's sole income in India, do the tenant need to deduct IT or what?

Tenant need not deduct TDS for Rent upto 240000/- per year (I assume 17.5K is p.m. rent)
