Pls tell me, to authorise a person to sign on a rent agreement on behalf of the company, is a board resolution is required or POA is required.

Board Resolution is sufficient. No need for POA.
However some Govt Depts insist for POA in which case specific POA may be issued.

Yes Board Resolution is required.
Even for the subject transaction purpose, one can not go for POA, which also is an outcome after a Board Resolution.

Hello Friend,
A BR is a must. However, even if the government authorities insist for a POA, it is only subsequent to a BR.

Board Resloution in itself is POA in favor of the person duly so authorised as per the provisions of Companied Act..
No need to follow any other act.

Board Resolution is sufficient. Once it is passed it authorises the person to sign the rent agreement.
