Regular can charge GST on sale to Composite Dealer. Or they (regular dealer) treated composite dealer as exempted or nil rated.
Any guidelines about in act or notification is available?

yes you can charge gst on composite dealer on sale if you are registered

Regular Dealer will charge Tax in his all bills. No more specific invoices to Regular Dealer or Composition Dealer or Unregistered Dealer or Consumers...
