Is registration is mandatory when goods are purchased from outside the state but turnover below 20 L. and no interstate outward supplies

Answer is NO.

You can make inter-state purchases (i.e. inward supplies) without having registration.

Registration is compulsory for inter-state outward suppliers.

According to section 7 supply includes ALL FORMS of supply SUCH AS sale,barter, exchange etc, is it not cover the inward supplies (purchases) ?
