Registration for GTA

Please let me know sir, if a gta, having so many office in different states and having rental godown in different states. The gta paying rent for the godown. The landlord of these godown are registered person.
Q1- whether it is mandatory for the gta to take registration in gst in all state separately
Q2- if gta is not registered in gst, then will he deduct TDS on the rent, that paid by him.
Q3- is it the responsibility for landlord to pay gst through rcm if gta is not registered
