If one has crossed 20 lakhs
on 1-7-2017
and has taken registration in November for composition
than from which date he his liable for gst

As per rule GST liable from 1st July for your above said way.
But, You are not registered under GST.
So, When you registered under GST then you liabilities ll be start from the date of registration...

but in gst act it is given that
where an applicant submits application for registration after 30 days from the date he becomes liable to registration then
Effective date of registration is date of grant of registration

Yes... As per your view is correct if your turn over exceeding on or after November...

But, Your T/O exceeded on July and You ll taken RC on July month...
