I have a client managing the gym.. having turnover around 12 Lakh a Year... can he applied for Gst Registration as he not exceeds 20 Lakh.. he wants his registration... what to do in that case?

He is not at all liable to get registered under GST as his annual turnover hasn't exceeded Rs. 20 lacs. Who is pressurizing him to take registration?
