Yes, all the registered person shall require to file return even if there is NIL turnover. i. e. NIL return shall also be file.

or when we have turnover less than thresholds limit?

If your turnover is below 20 lakhs then not needed to register
Also corporate service recipient pay GST liability under RCM so no need to register
