The person should file Amendment of Registration (Non-Core Fields) adding the additional Goods/Services Codes.
This Amendment to Non-Core fields is auto approved and does not require any processing by the Tax Official
Under one PAN u can add as much as business u can
Presently, we can add only top 5 Goods/Services . This is also mentioned while adding SAC/HSN Code during Registration.

Yes, by amendment in the registration, one can add the additional business activities.
Also, if the new activities are different from already registered, such as business consultancy and construction, one can also obtain another registration for same PAN.
