I think TDS not applicable for provision of Audit Fee ( & Any of the Provisions).
We can deduct TDS at the time of Bill (received) or Payment which is Earlier...

Practically I have seen TDS deducted on all provisions made for expenses which are liable to deduct TDS.
So, Accordingly you should deduct TDS on provision too.
