Can an individual open PPF account after attaining age of 60 years, if yes, is investment made in PPF eligible for deduction u/s 80C.

You can open PPF Account and take benefit of 80C deduction.
But note that it's for 15 years long duration scheme. Usually new PPF A/c is not the choice of senior citizens.
