Every registered person who deduct tax under section 51 of the CGST act is liable to file GSTR 7 .

Only the deductor is required to file.
Deductee is required to file statement of TDS and TCS from his login to claim the TDS or TCS paid by the deductor.

Yes deductor is liable to file GSTR-7 and deductee is liable to file GSTR-1
