firstly you have to pay late fees then you are able to file 3B
Done all this. Liability is now 0. But after refreshing and also after reloading same page open up
Fill 0 in all columns then try to proceeds I hope it works.
IF U HAVE ONLY LATE FEE THEN NO NEED TO SET-OFF THE LATE FEE IT AUTO MATICALLY SET-OFF AND U HAVE TO ONLY OFF-SET LAIBILITY AND FILE THE RETUEN
