Most of taxpayer has not filed the annual return for FY 2017-18 & the last date to file same also being extended to 30/11/2019.
So if you are trying to file Annual return for FY 2018-19 , might be portal has not been updated to accept the same . So its better to talk to helpline about portal that whether it will accept the Annual Return for FY 2018-19
