Regarding Gst liability for agent

if someone send goods to his agent on consignment basis in that case whether agent is liable to charge Gst on supply?

as per para 3(a), schedule 1 of section 7 , supply of good by a principal to his agent where the agent undertakes to supply such goods o behalf of the principal( consignment agent) consider as a supply even if made for without consideration and shall be liable to pay gst.
