Can a registered person who takes registration voluntarily seek cancellation of GST?

The person who have taken Registration u/s 25(3) of CGST Act 2017 i.e. Voluntary Registration can cancel their registration even if 1 year have not elapsed from the date of grant of Registration Certificate.
Yes, you can cancel gst registration after filing all the gst returns up-to-date and without any liabilities.
