many aassessee have received emails from itr that law has changed and the last date to file for assessment year 2017-2018 is 31st march

Yes... Exactly...
FY 2016-17 (AY 2017-18) ITR Filing Dates are reduced for Original Returns its on or before Due Date (U/s 139(1) or After Due Dates (U/s 139(4)...
We can file belated Return upto 31st March 2018... (No way for filing Original ITR AY 2017-18 from 1st april..
But, The Revised facility is available upto 31st March 2019 if it's Belated return or Valundary return on or before due date...
