No, share transfer forms can be obtained from share brokers.  Section 108(1A)(a) of Companies Act 1956 requires that such form should, before it is signed by or on behalf of the transferor and before any entry is made therein, be presented to ROC/notified authority, who shall stamp or otherwise endorse thereon the date on which it is so presented.
