I just want to know whether it is necessary to submit articleship completion form before the result of second attempt?
whether result will be withheld by ICAI?

There is no such provision. You are not required to submit it. Result will be displayed.
The only thing is after passing the exam they will not furish the degree until you complete the GMCS course and submisssion of Articleship completion form. But result will be displayed online and even passing certificate will be issued.
