Reg: Amount from Raithu bandhu scheme

Dear sir,
My uncle received 5,00,000/- from KCR govt. under Raithu bandhu scheme. Main intention of that scheme is to provide financial assistance to margina farmers.
Is it taxable under income tax,
any exemption section for the above receipt.
