Dear Sir,
Your question is not clear. However it is submitted that the refund of CENVAT Credit can be claimed under rule 5 of the CENVAT Credit Rules, 2004 by a manufacturer who clears a final product without payment of duty under bond or letter of undertaking.

Yes. If you export your purchased material then Unutilised CENVAT of this purchased material can be applied for Refund.
