Refund on excise duty

Please tell me whether exporter has to registered with excise department (i.e. having excise reg. no) for claiming refung/rebate of excise duty paid on goods purchased which is to be export out of india.

 

Or only form ARE - 1is enough to claim rebate/ refund of excise duty.

 

and whether exporter should have excise reg. no to file form ARE - 1.

whether shipping bill is enough........and what documents reqired for claiming of refund.

merchant exporter does not need to get regd with Excise, 

excise regn is needed for manufacturing factory, and goods would be despatched under the ARE-1 issued by exporter, by putting the factory details and regn no, under supervision of R/O.

shipping bill , consignment note, bank realization certificate, ARE-1 original and duplicate, invoice and packing list passed by customs, and a disclaimer certificate from factory that they will not claim refund against this export invoice.
