can I refund the itc on purchase from the gst portal (credit ledger)

No you cannot get ITC refund on credit ledger balance

Yes , you can get unutilised ITC refund from the e-credit ledger provided your outward supply should fulfill certain conditions.

No.... you cannot .
Refund can be claimed subject condition provided in section 54 of CGST Act.

You cannot get refund on Input tax credit( ITC ) on purchases unless you have sales against which such ITC can be netted off
