in case of refund for inverted tax structure under sec 54 read with Rule 89, in meaning of NET ITC the word 'ITC availed during the relevant period' is used.
Is this would also include opening balance of ITC carried forward from previous month ?

No. Since refund filing has to be done for each month.

suppose if a dealer has only purchases in first month and sales only in next month,
that means the dealer can not claim refund in any month
