We are liquor manufacturer and paying GST on various Raw materilas purchased.Since there is no output tax on Liquor o.e exempt from GST.Can we claim refund on the input tax paid on raw materials and if yes what is the process to claim refund.

No you cannot claim Refund, infact has to reverse ITC as your outward supply is not taxable
