my gst refund is pending of financial year 2018-19 and rest of current financial year can we file refund between lockdown

Yes sir. The portal is operating as usual. But the refund gets processed by department.
Refund claim has to be filed within two years from relevant date. For Apr'18 due date is 29.04.2020, which is already lapsed.
However the government extended such due date to 30.06.2020 due to covid - 19. Hence file the refund claim before that date.
