Refund of excess balance in cash ledger due to TDS deducted

we are provider of works contract service to government.
as per provision of TDS, the governmental authority deducts our TDS and does the necessary compliance and the TDS deducted reflects in our electronic cash ledger.

now the question is, as we are already having excess balance of ITC in credit ledger, our future outward liability will get set off against ITC credit only. And as a result of that, the excess balance in cash ledger due to TDS will not be utilized for a longer period of time.

so can we apply for refund of excess balance of cash ledger which is generated due to TDS deducted by government?
if yes, is there any specific provision or notification or circular in this direction?

yes you can claim refund of that

file RFD 01 online on the portal .

Document to be submitted : Copy of ARN, Cash ledger hard copy, Copy of returns filed (GSTr 1, 3B ) & application on letter head
which provision says that I can claim refund of TDS amount credited in my cash ledger?
I need to specify the provision under which I am claiming refund of TDS. It is demanded by the concerned officer
As per the proviso after sub Section (1) of Section 54 of CGST the Refund can be claim from Cash Ledger. Read with sub-section (6) of Section 49 of CGST

Whether a CA certification under rule 89(2)(m) and  Statement 7 under rule 89(2)(k) are required to submit with RFD-01, in the case where the taxpayer has excess cash balance in electronic cash ledger more the RS.2 lac due to TCS /TDS credit.
