Refund IGST

I have paid IGST Rs. 20000/ and set off it. next month I realise that I had to pay 17000/ only. while no balance showing in cash ledger because I had set off last month.how can I get refund.

If You are set off then It's not available in Cash Ledger and No way for claim Refund...
