Refund

Yes return file is necessary. But if you want to refund than you have file return. Otherwise as your wish.

 As per Income Tax Act,1961, the filing of return is necessary if your Income exceeds Basic Exemption limit even if it later on after deduction your income is not taxable. For claiming Refund, Return should be necessary. Think... without seeing the Return, how the Assessing Officer will give u refund? Without claiming , no body will give u refund
