PURCHASE TAXABLE , SALES EXEMPTED= THIS CONDICATION'S ITC REFUND APPLICAPLE OR NOT????

yes inverted duty structure me your case gets covered and you can claim refund on ITC....... although my question to you is why have you registered your self in GST if all your supplies are exempt?

you can not credit of itc because your outward supply are exempt from tax
