indirect taxes has no such facility to reduce or weive the penalties under rule unless the matter is subjudiced to AC.
pay the taxes and file the return 1st then pray for weiver of penalty and interest

Penalty can be reduced or waived if sufficient cause is shown to the officer for such default.
sufficient cause may be anything by which the officer can be satisfied.
