Re registration under GST
after cancellation of registration suomotto can a person seek fresh registration later ? any time limit aftee which he needs to apply?

Yes you can apply for Fresh Registration later. No problem since the cancellation is suo-motto ( I'm assuming that it is not cancelled by the proper officer on suo-motto basis ).
As far as the time limit is concerned, the CGST Act 2017 does not specifies any such time limit.
