A company engaged a retired bank manager as consultant,
Consultant is unregistered under gst.
Query is whether company is liable to pay tax under rcm @ 18% for his services.... Company has to bear it?????

Yes, the company is liable to RCM. However company can claim ITC of the taxes paid under RCM

If company is paying eg 60,000 as consultancy fees and 1000 as mobile allowance... Now on which amount 18% will be levied. 60000 or 61000
