Rcm reclaim in gstr 3b

I have paid Unregsitered Purchase ( Sand, Jally, Bricks ) 5% tax at RCM  in Tax on Outward 3.1 Column D From July 2017 to March 2019 Till Date i have not claimed the amount in 3B in ITC Column can i take the amount reversal in Eligible ITC Column (A) 3 Inward supplies liable to reverse charge (other than 1 & 2 above)
