how pay RCM..? how to calculate tax for product from unregistered supply of good?

RCM has to be paid just the way you pay regular tax.. through e-cash ledger..
RCM on supplies by unregistered persons under section 9(4) is not yet Fully operative, it's been temporarily suspended..

As per Notification 7/2019 CT (R) , RCM on inward Supply from URD is applicable only on Promotor/Developer

Dear experts, I have a doubt. Really RCM is applicable on general stores, Textiles, footwear shops etc, in current scenario.
