Is RCM IS payable on Freight outward charges?

In RCM regime the Receiver of the Goods or Services needs to pay Gst. As per your question you have received the GTA service thus you have to create Self Invoice & GST on the same.

Correct. RCM is applicable of U availed service of GTA
