Just wanted to have clarity on whether RCM on unregistered dealer got effective from 1.10.19 or not? If possible please provide notifications for the same.
Reverse Charge Mechanism (in case of supplies made by unregistered persons to registered persons) reintroduced from 1st Feb 2019, only on specified goods/services and specified persons.
The amendment to the section 5(4) of IGST Act & 9(4) of CGST Act as per which only notified supplies in respect of notified class of persons would be liable when procured from unregistered persons. Hence, except for the notified supplies (eg: in case of real estate service suppliers paying @ 5%) there would be no liability of GST on procurement from URP.
