RCM on security service

police personnel deployed in bank as security guard.As supply of security service comes under RCM w.e.f 1.1.19,RCM liability lies on bank.Bank will deduct TDS and also deposit gst on RCM basis.Is the police dept.who is providing their staff for security guards liable to take registration as normal taxpayer in gst?
