sir Has the RCM on Rent started which was to start from 1st Oct pl advice

RCM only section 9(3) and remain section 9(4) is suspened
like service paying customers to pay above a limit but suspended for some time. Forms still confused. But one opinion pay for safety and claim as input vat.Only registered landlords benefits. When both receiver and payer unregistered no trouble.
